AT 10.15am two local residents, one elderly female and one elderly male, were in the vicinity of two cars parked side by side in the Foodworks carpark.
It's understood the female driver got into her vehicle and reversed, pinning the male to a separate vehicle. Panicking the female has accelerated and dragged the male.
A doctor on scene attempted to revive the male until Ambulance Victoria arrived.
The male passed away on scene.
Major Collision Investigations will be attending the scene with local police including Highway Patrol currently blocking Reilly Street.
The female is assisting police and, whilst bloods have been taken, its understood drugs and alcohol are not a suspected factor.
Foodworks is still open to pedestrians.
