What use are the signs?

WHILE the lone ‘clay-headed’ hoon can legally drive at 40km/h along McBride Avenue, could the relevant authorities inform the rest of us just how we can reverse safely from the kerb? 
Secondly… do the 20km//h signs at pedestrian crossings reassure us that we, as pedestrians, can confidently proceed without being skittled?
